Format and Rules
Voting Rules: Voters may vote for between 0-15 candidates. Votes will be made public, and voters are encouraged to post their ballots in the thread and not view results before voting. PLEASE LIMIT YOUR BALLOT TO 15 VOTES AT MOST. EXCESS VOTES MAY RESULT IN YOUR BALLOT BEING DISQUALIFIED.
-Blank Ballots: A "None of the Above" option is available if you believe no one is worthy and you wish to submit a blank ballot. This option is not to be taken lightly and it is strongly urged that it be used only after the utmost consideration, as non-votes carry great weight. Additionally, if using this option, please post your rationale.

Voting Criteria: Players are to be evaluated within the context of the era in which they played and the history of the game to that point. Players are not to be held to standards that would materialize at a time beyond the year of the current election. Modern statistical analysis is permitted but must be applied strictly within historical context not to go beyond the year of the current election. Players are to be judged based solely on their playing careers. Other, non-playing contributions may be considered to the extent that they coincided with a player's playing career (such as a player/manager).

Thoughtfulness and Editing Ballots: Please review and thoughtfully consider the candidates before voting, and make sure you have accurately filled out your ballot before submitting. Requests for editing ballots after the fact will generally not be honored. Exceptions might be made if a voter accidentally voted for the wrong player or accidentally went over the voting limit (but I strongly encourage you to do your best to prevent either from happening).

Required Support: Players receiving at least 75% support in an election will be elected. Players need at least 5% support to appear on the next ballot.

Player Eligibility: Players eligible for an election will have last played at least 5 years prior to the election year and have appeared in at least 10 Major League seasons. If a player appeared in less than 10 seasons, he may still be eligible if he had a minimum of 3000 PAs or 1500 IP, though extra scrutiny will be applied. Players will remain on the ballot for 15 years, provided they continue to receive at least 5% of the vote, at which point they will become indefinitely eligible for periodic elections conducted by the Veterans Committee.
- Age Exception: For players 40 or older, they will become eligible the later of either 5 years after their last year of continuous play, or their first inactive year at age 45 or older.
- Death Exception: For players who meet the criteria for consideration, but die before their first year of eligibility can have the five year waiting period waived and placed on the ballot the year of death.

Election Period: Elections will close exactly one week after starting. The next election might not commence for another day or two.

Conduct Policy: Every vote is a voter's opinion on who should be elected to the Hall of Fame. It is our responsibility as voters to be respectful towards each other. Personal attacks should not be tolerated and you should notify a moderator rather than allowing an argument to escalate and further derail discussion of the candidates.

Phil Rizzuto deserves a lot more support than he is getting. Especially from Dom DiMaggio supporters. Rizzuto's best seasons came right around the 3+ years he missed to WWII military service. He was also an A+ rated short stop (as in all time great defensively) at the most important defensive position and was an integral part of several world champion teams.

I'm not completely sold on Rizzuto. We finally elected Rabbit Maranville simply based on his glove, but that was via VC vote. I may change my mind on Rizzuto, but it will take a bit of discussion to sell me on Rizzuto.

Unfortunately, by the very nature of a project like this, you have participants who do not bother to read the discussions about what makes a borderline player a viable candidate and end up with that candidate slipping below the 75% line. On a positive note, Elliott seems to have picked up some significant support which bodes well for him to get elected either via the standard election or the VC.

OOC, personally, IMO, it'd be good for this project to elect him since he not only fits the standard better than half the third basemen we have elected through the year he retired, but it opens the position up for discussion of players like Sal Bando, Darrell Evans and Graig Nettles down the road.

See Lefty Gomez, who is in the same boat. I fully expect him to be around 72-74% in his final year of eligibility and not get elected. Burleigh Grimes, recently elected by the VC, topped 70% without being elected. Sam Rice was another one elected by the VC that missed getting in despite getting over 70% of the vote on the regular ballot. Gomez is definitely headed for VC land because he put up his numbers as a Yankee and his low win total (>200). I think Elliot is suffering because of the overlap with Eddie Mathews. I would have thought the election of Stan Hack would help Elliot get more votes.

My personal support for Phillabuck comes with an admission that he is a borderline candidate. He had one MVP season during the war, which is a big selling point for his detractors. He also wasn't a power hitting first baseman, which is the norm. However, if you like Dixie Walker, you'll probably appreciate Cavarretta. Phillabuck is borderline and I may drop him from my ballot seeing as how he will never be elected in this project.

But for some reason a lot of voters seem to have the perception that Gomez was a good pitcher with a couple of flukey great years, not a guy who's peak was interrupted and career cut short by arm injuries. Dean and Vance seemed to get an allowance by voters for how injuries interrupted/shortened their careers, while Gomez does not.

He would probably be elected already if he'd put his 1931, 1934, and 1937 seasons back-to-back in his mid-20's.

Gomez has had an upward trend of support over the years, but he's never finished with at least 67% of the vote. He's received 218 votes out of 383 cast from 1948-1960, a solid average of 56.92%. His first five years (1948-1952) on the ballot saw a continuous rise in support until he finally eclipsed 60% in 1953. If you only count 1953-1960, he's averaged around 63.36% of the vote in those eight years.

It's not the strong level of support you'd expect to see for a guy who would eventually get in after 10 years on the ballot, with Wes Ferrell as our most recent example of such a candidate. It's a shame because I don't think some people are looking past his career win total. If you like counting numbers, know this about Gomez:

-He had a .649 winning percentage. He may have played with the Yankees during one of their greatest stretches. We practically elected Red Ruffing for less and they were contemporaries.
-Lefty is a two time ERA champion, two time wins champion and a three time strikeout champion. We elected Red Ruffing without a problem and the only thing comparable that he could boast was that he led the league in wins once. Ruffing also led the league in losses twice when he was with Boston.
-Lefty's ERA+ as a Yankee from 1930-1942 was 125. Red's ERA+ in that same time period was 118 (with some contributions from Boston in 1930 in his totals). Not much different? I'd argue that Lefty was just as valuable to that New York team as Red was even though Red out won him by 20 wins during that time period.
-From 1931-1939, Lefty had his best years. He was 163-84 with a 3.17 ERA and 1,315 strikeouts. He was a 20+ game winner four times during that stretch and was a 15+ game winner six times during the stretch.

Dean wasn't a Yankee and Vance was not with the Yankees when they started winning World Series. Red Ruffing got the allowance due to longevity, but Gomez is not getting it. It's easier to give a pitcher a pass if he was only on one World Series championship team than it is for a pitcher who was on five World Series championship teams.

--I think you are probably right about the scattered great seasons being held against him. I don't know if that is wrong though. Personally I am more impressed by a run of top seasons than having them mixed in with mediocore ones. I have been voting for him, but he is very much a borderliner for me.

Ruffing played 258 major leagues game where he did not pitch, 3 in the outfield and I infer 255 in the "pinch". Gomez played none.

Ruffing was a good batter and Gomez was not. The difference between their career OPS+ 84 and 14 implies team OPS+ about 7 points higher with Ruffing rather than Gomez as the starting pitcher.

Arm injuries didn't help him here, but I never understood that approach. Some people do have off years and it wouldn't be the first time we elected players who had similar problems.

Perhaps the it's fact that Gomez has a solid resume despite his flaws. It's pretty easy for voters to skim the surface, which is a good reason why he's been overlooked during his 14 years of eligibility. Some people can't see beyond the fact that he was a Yankee or he did not have his best seasons grouped together due to arm injuries. I'm a bit of a big hall guy myself, but I never really saw Gomez as borderline. I saw Red Ruffing as borderline and Lefty as a guy who definitely deserved to get in before Red. If Gomez is a near miss, it's more due to the fact that people are skimming the surface more than not.

To add to his counting numbers resume, Lefty Gomez was the SO king of the '30s and at one of the best rates in the '30s as well (5.38 SO/9).

On the same token, why should the VC be a place where you suddenly raise your standards? If you've been supporting for a Hall of Famer for years here, even if close to the border, why would you suddenly stop at the VC?

The point of the VC, IMO, isn't so much to change standards, but to have a more focused look. In the regular elections, we get a number of passerby votes that dilute the results. --To be honest part of why Gomez is on my ballot is because I see Bridges as superior, but more underrated. Gomez in is a good argument for Bridges also making it. This was the factor that pushed Gomez over the border for me - I was not voting for him his first years on the ballot.

I share this opinion. I don't necessarily change my standards when I drop support for a candidate, but I simply stop believing they should be elected to the Hall of Fame. I've actually changed my mind about candidates in the VC (both in favor of or against), but my standards haven't changed. I've simply re-evaluated a candidate and changed my mind for whatever reason.

There are certain candidates who were clearly not given their due in the regular election for whatever reason and have entered through the VC. Some of these I have supported (Maranville) and others I have not (Cooper). We've certainly still managed to do well in the VC voting despite this because candidates are getting in for the most part. This will certainly be the first year where we did not elect a contributor.

The VanHaltren, Duffy, Ryan trio would fit in and thinking back to the Jake Beckley argument now he now has Sisler, Gehrig, Foxx, Terry, Bottomley, Kuhel, Judge, Greenberg among others to contend with rather than just the 1800s trio of anson, Brouthers and Connor.

That's a fair assessment of the VC. Most years, we've only elected one candidate if we've elected any. More than one is generally seen as an odd year.

I generally try to put the player in the context of his time rather than worrying about who came next. IMHO, the big problem that Bob Elliot has had in his candidacy is the unfortunate overlap with the big numbers put up by Eddie Mathews after Elliot's retirement during his candidacy in the general electorate. For those with future knowledge beyond the 1960s, another third baseman with a very public case is going to run into similar problem.

This the problem I generally avoid when placing votes in the VC. I generally try to see if the candidate would fit in with the candidates already elected, but it's also an important point for me not to overlook time factor. It's hard to look past modern numbers sometimes when considering candidates, but it's also important to remember what things were like for players in the 19th century and then later the dead ball era (i.e. the standards of the position). We often forget how much changed when Babe Ruth came around. I realize this isn't the most popular opinion, but it's one I have.

I'm unlikely to vote for Kell, but I think he's someone who could be hurt here by the stigma of being a lesser Cooperstown selection and perhaps not measuring up to several later 20th Century 3Bmen who are on the outside of Cooperstown.

Objective of his Cooperstown selection and ignoring the wave of better 3Bmen that will come later in the 20th Century, Kell was a good player with fairly rare longevity and consistency for a 3Bman up to this juncture, and probably closer to both our line and less of a mistake for Cooperstown than some might credit him. Kell also may have had a few good years left in him if not for the Reserve Clause and the Orioles preferring go with the promising youngster, Brooks Robinson.

Regardless, Kell needs to get in line behind Bob Elliot.

Why do you want to compare an apple to an orange? When using win shares as a tool, AWS is the only legitimate way to compare a player who played in the 1860s and 1870s to a player who played in the 1940s and 1950s.

Ezra Sutton joined a professional team in the second overt pro season, 1870. He was one of six star players whom Hulbert & Spalding targeted when they upgraded the Chicago White Stockings and disrupted the National Association. Only Sutton turned them down. (The others were Cap Anson and Boston's Big Four including Spalding.)

Original real Win Shares for major leagues 1876 to 2001 are published in the Win Shares book. Unfortunately James & Heinzler started in 1876 (too bad for Ezra Sutton) and there is now keen interest in considering the third millenium "historically" (see the current nomination of Bernie Williams and Johan Santana in Collaboration v2.0, not to mention the Decade thread next door).

I understand that there is now a Bill James website, largely for paying customers but some data are public. I don't know the scope.

Early in the Hall of Merit project online, Chris Cobb estimated Win Shares for 1871-75. I doubt that I looked at them and I don't find a thread named for that work (directory (http://www.baseballthinkfactory.org/files/hall_of_merit/discussion/the_baseball_hall_of_merits_important_links/)).

Even with adjusted win shares, I still think we're comparing apples to oranges in many ways between Sutton's time and Kell's. The game has changed so much since Sutton's time, especially the length of a season - there's just too much extrapolation, IMO, to believe that adjusted win shares is comparing an even playing field - we're basically doubling the length of Sutton's career. Who knows how different his career would have turned out if it were twice as long, or conversely if Kell's was twice as short, not to mention the other differences in the game that have evolved since Sutton's era (such as mound distance, rule changes, equipment used, and strategy).

Consequently, for the reasons stated above, I have a hard time comparing early professional players to later generations. We definitely should honor those players, I'm just not sure how instructive it is to compare them to later generations which share a greater consistency of the game's development.
