Format and Rules
Voting Rules: Voters may vote for between 0-15 candidates. Votes will be made public, and voters are encouraged to post their ballots in the thread and not view results before voting. PLEASE LIMIT YOUR BALLOT TO 15 VOTES AT MOST. EXCESS VOTES MAY RESULT IN YOUR BALLOT BEING DISQUALIFIED.
-Blank Ballots: A "None of the Above" option is available if you believe no one is worthy and you wish to submit a blank ballot. This option is not to be taken lightly and it is strongly urged that it be used only after the utmost consideration, as non-votes carry great weight. Additionally, if using this option, please post your rationale.

Voting Criteria: Players are to be evaluated within the context of the era in which they played and the history of the game to that point. Players are not to be held to standards that would materialize at a time beyond the year of the current election. Modern statistical analysis is permitted but must be applied strictly within historical context not to go beyond the year of the current election. Players are to be judged based solely on their playing careers. Other, non-playing contributions may be considered to the extent that they coincided with a player's playing career (such as a player/manager).

Thoughtfulness and Editing Ballots: Please review and thoughtfully consider the candidates before voting, and make sure you have accurately filled out your ballot before submitting. Requests for editing ballots after the fact will generally not be honored. Exceptions might be made if a voter accidentally voted for the wrong player or accidentally went over the voting limit (but I strongly encourage you to do your best to prevent either from happening).

Required Support: Players receiving at least 75% support in an election will be elected. Players need at least 5% support to appear on the next ballot.

Player Eligibility: Players eligible for an election will have last played at least 5 years prior to the election year and have appeared in at least 10 Major League seasons. If a player appeared in less than 10 seasons, he may still be eligible if he had a minimum of 3000 PAs or 1500 IP, though extra scrutiny will be applied. Players will remain on the ballot for 15 years, provided they continue to receive at least 5% of the vote, at which point they will become indefinitely eligible for periodic elections conducted by the Veterans Committee.
- Age Exception: For players 40 or older, they will become eligible the later of either 5 years after their last year of continuous play, or their first inactive year at age 45 or older.
- Death Exception: For players who meet the criteria for consideration, but die before their first year of eligibility can have the five year waiting period waived and placed on the ballot the year of death.

Election Period: Elections will close exactly one week after starting. The next election might not commence for another day or two.

Conduct Policy: Every vote is a voter's opinion on who should be elected to the Hall of Fame. It is our responsibility as voters to be respectful towards each other. Personal attacks should not be tolerated and you should notify a moderator rather than allowing an argument to escalate and further derail discussion of the candidates.

Recounts: There is a moratorium on regular election recounts until the 1960 election. It is your responsibility to ensure that your ballot is correct when it is submitted. No votes will be adjusted if you accidentally clicked on the wrong box.

--With Wes Ferrell's election last year I hope more voters will give consideration to Tommy Bridges. Bridges has a siginificant edge over Ferrell in both ERA+ and IP, while pitching for the most part in the same league at the same time. Bridges edge would be even larger had he not had his career interupted - and for all pratical purposes ended - by WWII*. Is Ferrell's battign really enoughto get him elected while Bridges is under 50% in the balloting?

*Bridges was 2nd in the AL in ERA+ in 1943 before leaving for miltary service. He was also amoung the league leaders in strikeouts, WHIP and shutouts. He missed all of 1944 and most of 1945 and never regained his spot in the rotation (the Tigers came up with a great crop of young pitchers in the early 40s and had no room for a 38 year old coming off a 2 year layoff). He still had something left inthe tank though and had two very good years in the PCL after the Tigers let him go.

After looking at Bridges numbers, I am not quite sure why he hasn't been on my ballot. I consider this a fairly large oversight on my part - while he isn't necessarily a "set in stone" type player, he does fit into our Hall fairly nicely, and I have voted for "lesser" candidates.

Consider that mistake rectified.

He still had something left inthe tank though and had two very good years in the PCL after the Tigers let him go.

How strong was the PCL in the years Bridges was there (1947 to 1950)?

In the decade before World War II, many considered it only slightly below a "major league," so to speak. If the league quality of the PCL at that time was even seventy-five percent as strong as it had been, that could be a huge boost to Bridges' candidacy.

I thought about Vander Meer quite a bit. While back-to-back no-hitters is impressive for the resume, his best years (1941-1943) were during the war. His W-L record is also two games below .500, which coupled with a 107 ERA+ keeps him off my ballot.

Luckily or not I posted before voting and only got around to voting now so I swapped in Doerr for Myer. For players that are not on the consensus mistakes lists Cuyler and Manush get little support (which includes none from me of late) and less conversation. In retrospect are they not as good if not better than the Duffy, Ryan, VanHaltren trio at a minimum?

That's often just a function of who has voted. I'm willing to bet at least six of them supported him last season. The sample size is so small that stuff like this happens and looks significant until you check out the history.

IMO, we have done a superb job to this point. There are zero players who have not been elected here that had strong support in other BBF projects. The only players who hit 50% or more at any point who have not been elected are Chief Bender, Earle Combs, Burleigh Grimes, Kiki Cuyler, Carl Mays and Hack Wilson.

Of the remaining carry overs for the 1960 VC Players ballot, Candy Cummings, Jack Chesbro and Buzz Arlett never appeared on a regular ballot for various reasons.

Mike Griffin, and Deacon McGuire are the only carry overs appeared on a regular ballot but didn't appear on 15 ballots in the regular election. Deacon McGuire never got past 2 cycles and 1 vote. Mike Griffin spent 3 years on the ballot with a high support of 1. Both come from the early days of this project when there was a big backlog of players and we were still establishing the parameters of our HOF.

I don't follow your logic here. Why would you think that it would be a "superb job" if we eventually elect everybody who came close to getting elected on the regular ballot?

The requirement is 75% for a reason. The reason is to keep players out. The hall of fame is only for the greatest players of each era. IMO we would have done a better job if we had kept Sam Rice out, among others.

The idea of a hall of fame is NOT to get every possible candidate elected. It's to discern the proper candidates among the non automatics. Any idiot can vote for Honus Wagner or Walter Johnson. It takes a lot more baseball savvy to discern which second and third tier players belong, and which don't.

If I were running this project I would expel any voter who admits to "throwing a bone" to a player with a vote when the voter admittingly does not think that the player belongs, but is voting for him for some other ulterior motive. The Vander Meer vote here is unethical IMO.

Actually, where "baseball savvy" pays off it how individuals conduct themselves around the in/out, borderline.
But where that borderline is draw in the sand has less to do with "baseball savvy" and more to do with personal preferences and goals. The "greatest players of each era" is very indefinite and vague. Is it Top 5%? Top 8%? That 3% difference is both small and large.

Remember this: Ace is the one currently running the project, and while his instructions may not be legalistically complete, I'm familiar with past votes that expressly kept a guy on the ballot for a year or two without any comment. So the vote for Vander Meer and the response have precedent. If someone else takes over the project and wants to change that approach, that will be within his/her rights to do so. It seems notable that your objection is to a vote of someone you have a running feud with, and, while I won't do anything about it this time, and maybe not even the next time, but if you continually do things like this that seem aimed at that individual, the pattern of behavoir will subject you to my jurisdiction. I'm a little surprised by how much support Bobby Doerr is getting. Joe Gordon barely got in last time and the consensus seems to be that Gordon was at least a slightly better player. As such, I thought Doerr would struggle as well. Perhaps he's benefited from Gordon's election and the subsequent attention paid last election to Doerr's coming candidacy.

I think Gordon would have done better in his 2nd election, after the discussion during the last election. I don't think he got nearly as much pre-election "coverage" as Gordon did.

There were at least two users that stated that they would have voted for Gordon last election in light of certain circumstances. When I pointed out that the NBJHBA incorrectly calculated the WS/162 numbers for Gordon and Doerr, SavoyBG stated that he would have voted for Gordon, had he known. After someone pointed out the peak numbers of Gordon (as well as the two years of war credit), another user stated that he "should've voted" for Gordon. I'm not sure to what percentage those votes would've pushed Gordon, but it would have been fairly significant.

As for Doerr, I think he's a fairly respected member of the Hall of Fame (in that he's rarely mentioned as a mistake) that benefits from his actual membership, his strong career, and a favorable comparison to a member that we inducted last year.

Next year's class has only one sure thing. Other than Lou Boudreau, none of the others that are eligible should stick around for more than one year. I still haven't checked for age or death exceptions yet.

That depends on how the participants view Tommy Holmes (http://www.baseball-reference.com/players/h/holmeto01.shtml). He's a short career guy with one MVP level season (1945) and 6 All-Star level seasons.

I think there can be some excellent discussion for the next several elections - Charlie Keller, Dom DiMaggio, Bob Elliott, Dutch Leonard, Harry Brecheen, Johnny Pesky, Allie Reynolds, Phil Rizzuto, and Al Rosen are all players that I am very much looking forward to discussing (in addition to the players that you listed as strong candidates).

As it stands, I'm considering adding Ernie Lombardi and Kiki Cuyler to my ballot. I'm not sure that either has a great case, but I think they may fit in comfortably near the bottom of the ladder.

Of the "notable" list, Keller and Rizzuto will be getting my vote. Elliot looks to have a pretty decent case. I'll be open to voting for him as well.

Dom DiMaggio actually matches up pretty well to some of our HoFer's as well, with WW2 credit. His two best years were in 1942 and 1946, so it's very reasonable to conclude his missed a large chunk of his peak. He also probably deserves some PCL credit as well. He spent three years with the Seals, and was named MVP of the PCL in 1939 (his last season in the minors) by the Sporting News. I can see giving him some credit for that season. He's got 220 Win Shares as it is, so with maybe another 75 for his war years and a little bit of PCL credit, that makes him a pretty solid candidate.

Sain would get my vote when his coaching career is factored in, but strictly as a pitcher he's well below the line.

Of those, Dom DiMaggio, Harry Brecheen, Phil Rizzuto and Johnny Pesky will definitely be on my ballot and I am open to Charlie Keller, Bob Elliott and Al Rosen with some convincing. Regardless of how any of them do, it will be nice to have a new crop of discussion worthy candidates. We've had a lot of no brainers or 1 and dones in the past several cycles.

I view Walters' pitching credentials as being very similar to Ferrell's. His nearly 500 IP advantage isn't insignificant and, so far as I can tell, he pitched for some historically poor defensive teams, so his 115 ERA+ (solid on its own) may even be a bit misleading. While Ferrell does have him beat with the bat by a fair margin, Walters wasn't a slouch with the bat, so far as most pitchers are considered.

I think my voting for Walters depends on how strong an adjustment should be made to his ERA+, based upon the defenses behind him. I imagine his time with the Phillies would look at least a bit better, and that could be the difference between him being included on my ballot and being left off.

Actually, considering that he was a member of Bill McKechnie's late '30s & early '40s Cincinnati Reds, Bucky Walters not only played for some good defensive teams--his peak coincided with some great defensive teams.

The two knocks I've heard on Bucky Walters' peak, which is the main point in his favor, is that his top 3 years, '39 - '41, are boosted by playing under defense-obsessed McKechnie and that his 4th best year. '44, was boosted by the easier competition of WWII.

Win Shares takes a team's fielding into account when it determines how much credit pitchers ought to get for their performances. Even after Cincinnati's position players get their share of the credit for defensive performance, Walters has a high peak.

Furthermore, any method of statistical analysis, based on season-by-season statistics, will underrate Walters' 1938-1941 seasons. Why? Because one key detail doesn't appear there.

Common methods of analysis assume that pitchers face a typical cross-section of opponents. For example, they assume that a pitcher on a second-place team will have 1/7 of his starts against the champions, 1/7 of his starts against a third-place team, and so forth, down to 1/7 of his starts against the last-place team.

This was not the case with Walters, who joined Cincinnati partway through the 1938 season, when the Reds finished fourth, but were in the pennant race most of the year. The Reds won the pennant in 1939 and 1940, and finished third in 1941. I decided to count how many of his starts came against the top teams during his time with the Reds in those four seasons.

Starts against pennant winners: 11 (The Reds won two pennants)
Starts against 2nd-place teams: 22
Against 3rd- place teams: 15 (the Reds finished third one year)
Against 4th-place teams: 20 (the Reds had about 2/3 of a season here)
Against 5th-place teams: 16
Against 6th-place teams: 15
Against 7th-place teams: 17
Against Philadelphia: 13

Walters started 68 times against upper-division clubs, and 61 times against lower-division clubs. A random distribution would have given him 55 starts against the upper division and 74 starts against the lower division. Walters did make a disproportionate number of starts against the better clubs during those 3-2/3 seasons, and, since he saved more runs than the typical analysis indicates, statistics would therefore underrate him.
