Format and Rules
Voting Rules: Voters may vote for between 0-15 candidates. Votes will be made public, and voters are encouraged to post their ballots in the thread and not view results before voting. PLEASE LIMIT YOUR BALLOT TO 15 VOTES AT MOST. EXCESS VOTES MAY RESULT IN YOUR BALLOT BEING DISQUALIFIED.
-Blank Ballots: A "None of the Above" option is available if you believe no one is worthy and you wish to submit a blank ballot. This option is not to be taken lightly and it is strongly urged that it be used only after the utmost consideration, as non-votes carry great weight. Additionally, if using this option, please post your rationale.

Voting Criteria: Players are to be evaluated within the context of the era in which they played and the history of the game to that point. Players are not to be held to standards that would materialize at a time beyond the year of the current election. Modern statistical analysis is permitted but must be applied strictly within historical context not to go beyond the year of the current election. Players are to be judged based solely on their playing careers. Other, non-playing contributions may be considered to the extent that they coincided with a player's playing career (such as a player/manager).

Thoughtfulness and Editing Ballots: Please review and thoughtfully consider the candidates before voting, and make sure you have accurately filled out your ballot before submitting. Requests for editing ballots after the fact will generally not be honored. Exceptions might be made if a voter accidentally voted for the wrong player or accidentally went over the voting limit (but I strongly encourage you to do your best to prevent either from happening).

Required Support: Players receiving at least 75% support in an election will be elected. Players need at least 5% support to appear on the next ballot.

Player Eligibility: Players eligible for an election will have last played at least 5 years prior to the election year and have appeared in at least 10 Major League seasons . If a player appeared in less than 10 seasons, he may still be eligible if he had a minimum of 3000 PAs or 1500 IP, though extra scrutiny will be applied. Players will remain on the ballot for 15 years, provided they continue to receive at least 5% of the vote, at which point they will become indefinitely eligible for periodic elections conducted by the Veterans Committee.
- Age Exception: For players 40 or older, they will become eligible the later of either 5 years after their last year of continuous play, or their first inactive year at age 45 or older.
- Death Exception: For players who meet the criteria for consideration, but die before their first year of eligibility can have the five year waiting period waived and placed on the ballot the year of death.

Election Period: Elections will close exactly one week after starting. The next election might not commence for another day or two.

Late in 1947 following mwiggins on Lyons and Grimes, I provided and discussed some of the Advanced Pitching Statistics by Clay Davenport (DT cards at baseballprospectus), namely DERA and its basis PRAA.

Now early in 1948 may be a good time to compare a dozen contemporary pitchers, about half of them now on the ballot here. The table is ordered by DERA (average = 4.50), which uses a private estimate of runs saved by team fielding, compared with the average team. So it is an alternative to ERA or ERA+ (average = 100), which is based on official scoring earned and unearned runs.

Note that Ruffing and Grimes trail this group by ERA+ as well as by DERA. Carl Mays on the other hand ranks in the middle of this group by ERA+ but close to the bottom by DERA. According to Davenport's estimates, evidently, Mays benefited most from team fielding above average relative to the official earned/unearned runs.
(I understand there is consensus that Mays enjoyed excellent team fielding support and that he made some personal contribution to that. This table implies a dramatic contribution by team fielding and I don't know whether consensus extends that far.)

Suppose that pitchers are responsible for 1/12 of team batting, such as three plate appearances when the team bats around four times. Then 12 points on the OPS+ scale correspond to one percent (not one point) on the DERA and ERA+ scales. For example, the 60-point difference between Mays 82 and Rixey 22 as batters corresponds to about 5 percent on either pitching scale. For purposes of comparison with Rixey's listing, we might incorporate batting by taking 5% off Mays' DERA and adding 5% on ERA+ =>

Months ago I frequently posted DERA* and ERA* (average = 100) which both incorporate batting essentially in the way explained here. I may get back to that, necessarily without repeating much of the explanation each time. Let me apologize for that in advance.

DERA* and ERA* for Carl Mays would differ from 4.50/4.04= 111 and 126 insofar as the point of reference would differ from Eppa Rixey's record.

(These pitchers played at the same time so a common point of reference to represent average batting skill is appropriate. The weakest batters among them are rated OPS+ 10, which has been above the average for a major league pitcher since the 1960s or so. Therefore a common point of reference would not be appropriate for comparing pitchers across historical time.)

Urban Shocker's DERA and ERA+ are all in alignment with someone who deserves to be in the Hall of Fame which is why I don't understand the lack of support for him in general. Not just in this project. He compares favorably, and even does better than Carl Mays, Wes Ferrell and a slew of other pitchers who do get support around here.

Hubbell, Gomez, and Fitzsimmons are new to the ballot this year and they are three more relative beneficiaries of good team fielding support, according to Davenstats. It doesn't matter here for Hubbell, and I suppose Fitzsimmons would need to be at the other end of that spectrum in order to attract support. Gomez is intermediate and there must be many voters "on the fence" or near it regarding his career. This is something to consider.

For the same thirteen pitchers here are the team fielding estimates implied by the current ratings. These are total effects of team fielding (estimates by Davenport) rather than relative to official scoring of earned and unearned runs, which I discussed above by reference to differences between the rankings by DERA and by ERA+.

I wonder how these compare with other estimates of team fielding support, such as those by SABRMatt if he does work with the period where we have no play-by-play data.

Urban Shocker's DERA and ERA+ are all in alignment with someone who deserves to be in the Hall of Fame which is why I don't understand the lack of support for him in general. Not just in this project. He compares favorably, and even does better than Carl Mays, Wes Ferrell and a slew of other pitchers who do get support around here.

Check out his 1922 season. He led the league with a K/BB ratio that was almost a full point better than the runner up. The league posted a 0.95 K/BB ratio that year, while Shocker's was 2.614.

I have revised #11 to include Lefty Gomez in place of Lefty Grove. It was my purpose to add the three ballot newcomers to that data table and I misread Gomez for Grove this morning.
(Three newcomers? Yes I passed over MacFayden and Swift.)

According to Davenport, the three newcomers Hubbell, Gomez, and Fitzsimmons are three big beneficiaries of good team fielding.

According to OPS+, Gomez was a man ahead of his time. :D

I am stubbornly sticking with Bancroft, Schalk and Schang. I usually vote then read so I don't feel like I'm copy-catting those that went before but having now read I feel that at least with Grimes it was a good call to take him off the ballot. Rixey, eeh, I still see his best argument being the 4000+ IP at an above-average but not much more level. It sounds too much like Gold watch logic.

I don't know if there was any specific reason, but it took him a couple of years to get his form back after coming back from the war. So I don't think it's at all unreasonable to make the assumption that, if not for WW1, Rixey would have finished with about 300 wins, 4900 or so innings, and an ERA+ just over 120. Which, I think, makes him a solid HoFer.

And while Lyons had better peak rate years, a good chunk of those big seasons where he was at the top of the AL leader board in WHIP, ERA+, complete games, shutouts, BB/9, and K/BB ratio came during the years when he was just a "Sunday pitcher" starting only 20-25 games a year.

You can vote for whomever you want, but of those 16 you wanted to vote for, why leave Lyons off your ballot? He's got a real shot to be elected this year, and one vote could make the difference. You left him off your ballot last time, saying you'd vote for him if you had room, and he missed being elected by that one vote.

Leaving a guy like Berger or Wilson or Rixey off your ballot isn't going to make any difference since they have no shot to be elected this year, and they aren't going to fall off the ballot.

It's reasonable and also generous.

I think of Rixey as a pitcher with ten prime years interrupted by war, 1916-25, a chronological match for Wilbur Cooper who then continued to pitch effectively through his middle and late thirties. Unfortunately it was a big interruption, missing about 1-1/2 seasons in playing time followed by 1-1/2 seasons of mediocre pitching. Even so his ten-year record is 2455 ip at ERA+ 122. His first five seasons in Cincinnati make a good peak, too, with 1449 ip (290/seas) at 130. Either he was simply back in a deep groove or he made quicker and better than average adjustments to the new style of batting or both.


And while Lyons had better peak rate years, a good chunk of those big seasons where he was at the top of the AL leader board in WHIP, ERA+, complete games, shutouts, BB/9, and K/BB ratio came during the years when he was just a "Sunday pitcher" starting only 20-25 games a year.
Regarding five-year peaks, Lyons closed with 900 ip (180/seas) at ERA+ 140. He earned the black ink for complete games and innings during 1926-30 when he worked 1388 ip at ERA+ 119. During that period he was much stronger at bat (OPS+ 57 to 11) than Rixey during 1921-25 but Rixey was significantly the better pitcher. They were about equally durable considering how much workloads dropped during the mid-twenties.

dgarza--What do you see in Earle Combs that makes him good enough to make your ballot year after year? He's an outfielder who was a mediocre glovesman with an average OPS+ for such a short career who falls way short on black and gray ink and never had serious MVP consideration in his career. The best thing he has going for him is benefitting from playing on a dynastic baseball team for all of his career.

Earle Combs may actually weasel his way onto my ballot. Keep in mind that he was the lead off hitter for that dynasty and he has a 126 OPS+. He got on base and was a tough strikeout. He was a career .325 hitter. with a .397 OPS. He scored over 100 runs in 8 consecutive seasons, during which time he always had over 30 doubles a season and he was a league leader in triples three times (led the majors in 1927 and 1928). He was also a good fielder, playing center field very well. He's going on my ballot next year.

While I can see a case in most of this, with Lou Gehrig and Babe Ruth batting behind him, just about anyone with a basic ability to walk or scrape out a hit would have scored 100 runs in 8 consecutive seasons.
