Is there a place where I can get a list of the top 20 player's Win Shares totaled for the decade spanning 2000-2009. I've got the Bill James Win Shares book that lists player Win Shares accumulated by decade. Does that exist anywhere for the current decade?

Win Shares depend on team data for a season that are not available until the end of a season. That is, they depend on data for all of the members of a team. The system also supposes a balanced schedule; the modern major leagues do not use that but the games played are better balanced at the end of the seasons than they are along the way. If you will try estimation during the 2009 season you should probably try the "short form". (See the book. This advice is my inference from comments by someone else; I haven't tried it.)

I suppose there is a good chance that something complete and systematic --that is, using the long form and covering all 2009 players-- will be available on the web next winter.

Yes.

I thought someone might have a running total for the decade 2000-2009 in which they could give me the current top 20 players even if it doesn't include 2009 yet.

I have the super spreadsheet, sent to me by Bill James himself. It has all the Win Shares per player, per season, up to about 2001 or 2002. I have added to it myself since I got it. I have used the Hardball Times formula.

However, it is on a different computer, so if you give me a bit of time on this request, I can forward the information to you here in the thread.
