If we are talking about the official game winning RBI stat, it would look to be Keith Hernandez with 129, although the stat was only kept from 1980-1988 and I may be missing part of the question here.

I am not talking about GWRBI of which HoJo is the record holder but of actual RBI that when knocked have ended the game.

I can't cross check it, but it looks as if Frank Robinson had 26 walk off hits, of which only 12 were home runs. Taking this on blind faith though.

Frank actually had 27 and he is the record holder for the period in question.
