DERA+ and ERA+ are two indexes of pitching performance (average=100); they use different methods for isolating pitching from team fielding. Here are my versions that incorporate batting performance.

The difference between those two ratings represents the difference between Clay Davenport's estimates of team fielding responsibility and the official statistic, unearned runs. Chandler, Ward, and Corcoran stand out with very high ERA* (column two) because they enjoyed all-time great team fielding support. Chandler toiled for the Yankees dynasty during Joe Gordon's heyday including Phil Rizzuto's first four seasons. Ward and Corcoran played for the best teams of the early 1880s, Providence and Chicago.
The difference between ERA* and the familiar ERA+ represents the contribution of pitcher batting. This ballot features one of the all-time best batting pitchers, George Uhle. He achieved career OPS+ 86 and played more than 200 games as a pinch-batter or pinch-runner. His batting skill was worth about four points on the ERA+ scale, relative to average pitcher batting in his time and given his own pitching skill. For pitching alone he rates 105 and 106 by ERA+ and DERA+ but he rates about 109 and 110 for net pitching-batting (above, in inverse order).
This chart displays everyone on the ballot according to the approximate value of his batting on the ERA+ scale.

*Major league teams used only one or two primary pitchers in Mathews, Ward, and Corcoran's day, so average pitcher batting would be a highly variable benchmark. Here i have used the estimate "a little better than Buffinton's day" and for Buffinton i have used "a little better than the 1890s". From the 1890s to 1990s there is a reasonably good down-sloping straight line estimate of average pitcher batting.

Nap Rucker is the best person on this list. Larry Corcoran and George Uhle are also very good. What makes Ed Rommel stand out?
I'm assuming part of the reason Rommel made it to the runoff at the very least is his role in developing the knuckleball.

Pitching, with or without the incorporation of batting.
See #4 where Rucker stands out; then Buffinton, Chandler, and Rommel stand out.
Chandler didn't pitch enough.
Among those in the background Uhle and Jackson pitched more than 3000 innings, the pioneer professional Mathews pitched almost 5000 in our usual major leagues alone. That is enough to earn consideration for all three with Rommel and Buffinton.
(By my favorite quantitative combination of quantity and quality, or combinations plural because there is "play" in the parameters, Buffinton and Mathews are the true standouts.

Regarding the World Series and other playoff achievements: pennants came to their prime teams too late and too early for most of the pitchers on this ballot. Chandler and Lopat cashed the checks, working for the McCarthy and Stengel Yankees respectively. They were very good players, better than Allie Reynolds, but not really close to earning votes here. Drabek enjoyed good chances with the Bonds Pirates in the 1990s. He pitched well but (seven starts 2.05) but he isn't in the ballpark here.
George Uhle worked three innings in the 1920 Series, one hit, no walks. He finished 3-0 and 2-1 defeats in Brooklyn whereby the Robins/Dodgers took a 2-1 lead in games, but he did not appear during the following four-game sweep in Cleveland. (October 9-12, Coveleski wnning the finale 3-0 after two days off)
Cleveland used only five pitchers in seven games, with merely three innings from young Uhle and 1/3 inning by Ray Caldwell. Does everyone know John Walter "Duster" Mails or "The Great Mails"? (Not I.) He failed with Brooklyn in 1915-16, returned to the majors with Cleveland in 1920: six complete games, w-l 7-0 in a pennant race to the finish. With only one out in game three he replaced ray Caldwell and shut out the Brooklyns thru seven (Uhle finished). Four days later he returned with a complete 1-0 win in game six. That is 15-2/3 shutout innings. In 1920 and 1921 he worked 250 innings total, w-l 21-8 with 16 cg and 4 sho. Otherwise he worked 250 innings with ERA+ in the 70s.
Perhaps it's not just one thing that stands out for Rommel for me, but his career as a whole. It just compares favorably to the rest. A good number of wins (171), a good win% (.590), and a solid ERA+ (121). Four top-ten finishes in WHIP. 108th in Black Ink, 140th in Gray Ink. Also 182 games finished and 29 career saves.
Anyways, there are a good five-six pitchers on this list that should be in the top 200... but there are always going to be snubs. I actually think Lopat could be a top 200 pitcher over Reynolds, like Paul states (not so much Chandler). I'm not even going over DERA+ like Paul, but I'm arriving at many of the same conclusions as him.
Eddie Rommel and George Uhle are my votes. Rucker's a good choice too.

...Uhle actually looks worst on this particular list but I give him credit for longevity as well as his pitching enviromnent. His lgERA's were consistently over 4.00 and reached as high as 4.79 in a full season (Detroit, 1930). His career WHIP (1.405) appears very high but he still finished top ten in his league four times. In 1925 he posted his career average in WHIP (1.405) and finished 9th in the AL.

We are at the half way point and could really use more ballots to help break the Corcoran/Uhle tie for 2nd. We barely have 1 pitcher with a minimum quorum in Nap Rucker. It'd be a shame to see this project fall short 1 pitcher.
I think considering we have 199 pitchers in that you can take executive action on the very last one...
Thanks very much for running a project so deep; I've learned a TON about the performance of a great number of good-not-great pitchers over the history of baseball. Also I've learned a bit about where some modern pitchers stand in the overall pitcure.
I for one will keep this list of 200 on the back burner. I think we can do something with it in the future. In fact I have some thoughts about what I'd want to do with it.

I've also enjoyed learning more about all these pitchers and getting a better sense of where they stand. If #2 and #3 end in a tie we will have 201 pitchers. No big deal.
If anyone is interested in using the tiers for another project or trying to figure out a way to more rigidly rank them, feel free. I've decided against doing a phase 3 as I feel it would peter out once we got past #40 or so.

Bill James ranked Rommel #85 in the New BJHBA (1st ed., 2001) where he did not generally give much consideration to such contributions.
Along the same lines Connie Mack made Rommel a mainly-relief pitcher during the late 1920s. The role was not pioneering, nor was it pioneering by contemporary league-mate Firpo Marberry (managed by Clark Griffith and Bucky Harris). Rommel and Marberry were better pitchers than predecessors who worked mainly off the bench but they were part of a continuous development from the mid-aughts at latest.

How may we think about this loosely ordered list of 200 in comparison with the strictly ordered list of 100 pitchers that Bill James published in the New BJHBA?
The first edition New BJHBA reports losing a list of the second hundred shortly before publication, too late to restore in any fashion. So that edition rank-lists 125 players at eight positions and 100 at pitcher, despite the greater number of pitchers on every competitive team since the early 1880s.
One way to begin is by counting. In the all-time rankings by fielding position James did not consider players from the Negro Leagues. In some sense or two he "shorted" those who played before 1890 or 1900 and those who played after 1990 or 2000. The phase one polls in this series isolated the "Negro Leagues" pitchers (isolated in the fourth of eight polls), those who worked mainly before the pitcher's rubber and 60'6" distance (in the first), and those who were active during 2008 (in the last). The seventh of eight phase one polls covered pitchers who last played from about 1990 to 2007, which is a mixed bag in relation to the Bill James rankings: more than half of them had retired before he "closed the book" but others accomplished a lot during the 20-aughts.

The outstanding point of comparison between our group and Bill James is we "dislike" and he "likes" pitchers from phase one, round three (italics). Those are the major league pitchers who enjoyed their last good seasons during "1921-1945", contemporary to the formal Negro Leagues. We put "only" 33 of those pitchers in our 200 whereas James put 26 in his hundred.
