The top 5 (or more in the event of ties) will appear on both the tier 9 and tier 10 final ballot. We will not be drawing from this group more than once. This is a vote for 5!

After this tier, there will be a Tier 10. Once those tiers conclude, this will be the procedure for Phase 3:

1. We will start will vote for 1 polls. This will only remain so for as long as we have a clear winner with a minimum of 60% of the total votes cast. As soon as drop below the 60% threshold, we will revert to vote for 5 polls.

2. Anyone receiving 25% or more in a given round will automatically be removed from the next poll and added to our final ranking.

3. In the event of ties in the top 20, we'll have runoff polls. Beyond the top 20, ties will stick as is and be broken when the ranking process is complete.

4. We will continue to rank as long as there's enough interest (a minimum of 8 ballots cast). Hopefully we'll get to #100, but if we don't, so be it. The main purpose of this project for me was to see roughly where this community places pitchers.

I'm hoping to run a discussion about the tiers and list when all voting is completed to see where everyone's HOF cutoff line is and what pitchers on our list ended up ranking below the current Cooperstown pitcher set +- a projected 10 would be in their personal HOF.

They should be easy winners of slots in Tier 9.

Max Lanier is another fairly easy choice here. He was one of the WWII Cardinals stars --along with Harry Brecheen, Mort Cooper, Al Brazle, and Howie Pollett. Lanier played in the Mexican League during 1946, for which "Baseball" banned him for five years. Happy Chandler for Baseball readmitted Lanier in 1949, Sal Maglie in 1950, five years would have been 1946-50 with readmission in 1951. Was there any rationale for the various waivers/wavers? Did Lanier and Maglie "show remorse" as Pete Rose has not yet done? On the other hand, was the progress of civil lawsuits a factor?

Frank Dwyer gets my fourth vote, a clear choice over Pink Hawley, although my own next choice from the 1890s would be the absent Ted Breitenstein. Around 1900, Dwyer worked for Ban Johnson on the umpires staff of the American League and then as Detroit Tigers manager. He was one of five managers in six AL seasons before Hugh Jennings 1907-1920.

Brad Radke should be here. Then I would cast one vote for the youngest generation --given that Brandon Webb, Joe Nathan, and Co., are evidently too young, although the line below Sabathia and Zambrano is not clear.

Radke may be more deserving than Jon Matlack and Danny Darwin from the preceding generation. In the event I have cast one reluctant vote for Matlack, which I would rather send to John Candelaria.

We have officially hit quorum. With 2 days left, it looks like we will have at least 2 pitchers advance. Babe Ruth and Dave McNally each have the minimum of 5 votes needed to advance. Max Lanier and Orval Overall each have 4 vote and need 1 more. There are also a number of pitchers with 3 votes all battling it out for these 5+ slots.

I don't expect a big turnout for this group, but it would be great if we could get a full 5 out of this group to add into the tier 9 and tier 10 final ballots.

Perusing through the list, these ten pitchers stood out to me:

Eddie Rommel is the #1 pitcher on my list.

Dave McNally gets my #2 spot despite his relatively low ERA+. Past this vote, things got more difficult.

Ray Kremer has rock solid numbers and gets my #3 vote. His Black Ink score (25) is 66th all time and he has more wins & IP than many others. ERA+ and WHIP are penalized for a couple mediocre seasons.

Nap Rucker was a tough-luck .500 pitcher (134-134). He's #4.

Tex Hughson did more with less time than anyone else on the list and gets my last vote despite his paltry IP.

Frank Dwyer's super high WHIP is more a product of his environment than anything. But then you could say the same about his wins & IP.

Al Brazle's SP career looks similar to many others that made my first cut -- except he also has 60 career saves.

Jake Peavy is already a viable option here, with (hopefully) most of his career ahead of him.

Mike Scott had a pretty darn good 5-yr peak in Houston.

Babe Ruth had an awesome 4-year stretch and one would only wonder.... but does he deserve a spot here? Other pitchers that made my first cut: Ford, Gullett, Lanier, Nolan, Overall, Tesreau, Toney, Weimer.

Ruth and McNally are good selections.

Lanier, Overall, Rucker all one vote away...

Gullett also has an outside shot. So do Darwin, Erskine and McGregor (all "meh" to me).

Why Eddie Rommel should be overlooked is a big mystery to me. Isn't he the most famous pitcher on the ballot thanks to Mr. Mack & Co.? I wonder whether people discount him for WWII.

Babe Ruth and Dave McNally accomplishd more in the fields of batting and litigating, which must explain their standings. Rommel put together one of the best pitching careers on the ballot, probably second to Rucker in my opinion.

The records of Ellis Kinder and Mel Parnell make me wonder about the struggles of these gentlemen to do a lot with a little.

David Halberstam has celebrated Bobby Doerr, Dominic DiMaggio, and Johnny Pesky as "Teammates". How about Tex Hughson, Elllis Kinder, and Mel Parnell as "Drinking Buddies"?
