I'd thought of doing a new project before I decided to end my continuous stewardship of the BBF HOF project, but realized running two would be too much. I never forgot the idea though, and played around with how I would do it in a manner which would be different and hopefully interesting. I went through a lot of ideas and I've come up with what I'd like to do.

I'll post the proposed rules in the next post, but I'll give a quick synopsis of the plan: we start in 1936, when the actual Hall opened, but instead of using the 75% rule for election, we will use a MVP style vote. There will be no term at which eligiblity expires, nor will I blacklist anyone. Sportsmanship and non-playing concerns such as gambling, game-fixing and PED use will be considered valid reasons to rank players less highly than their play might indicate and to even justify the complete omission of candidates from a ballot. Players from all leagues are eligible, but the point will always be to elect the very best players. Thus, it will be hard to get in anyone outside of the major leagues, the various blackball leagues, Japanese baseball and Castro-era Cuban ball. Hard, but not impossible, should someone be able to make a convincing case for someone outside of those leagues. I will shoot to have that Hall mimic the size of Cooperstown, which helps fix the number of slots available each year. Players will be considered solely as players, and we will have a separate contributor ballot for managers, executives, pioneers, media types and others who may have contributed on a variety of levels.

Starting in 1936 will immediately mark this project as different from the BBTF "Hall of Merit" as will the more inclusive candidate set and the contributor ballot. I believe the MVP style voting is new to the BBF HOF forum projects, thus setting it apart from other projects here. We'll start with the HOF's original idea of inducting 10 players, and then I'll induct five players a year for the next four years to help reduce the backlog. The historical average is about two HOF players a year, but we'll go with three a year after the first five seasons up until 2010 to reduce the initial backlog and get us up to Cooperstown size. After that, we'll go with two a year. We'll add one contributor a year up until 1985, and then use the historical average of one per (about) three years.

Candidate eligiblity will also be different than we're used to, mostly just to change things up a little. The primary determinant will be age, so most players will become eligible at around age 45 and contributors at around age 65. If someone dies earlier than that, they will be eligible in the second calendar year after the year of their death. Players who are still active at age 45 will have to miss a full season to become active. They won't lose eligibility once they become eligible, even if they return to play. Truth is, anyone that old who misses a season has yet to make a large contribution upon returning to play.

I've compiled lists of eligible candidates for both ballots. I started with the members of Cooperstown, the BBF HOF and the BBTF Hall of Merit. I then added all those who received votes in the BBF HOF balloting. Finally, I added all candidates who received votes in BBWAA voting. That makes the player list quite extensive, and allows for a fairly large contributor ballot. I anticipate requiring that votes be limited to these lists, but that if a voter wishes to make a case for a candidate, I will be inclined to add the candidate to the list on a fairly liberal basis.

Next are the proposed rules. If you want to suggest changes or make comments, now is a good time, as I will not be very disposed toward changes once the project actually begins (I anticipate starting in December).

1) All BBF users in good standing may participate. However, if there is more than one vote being cast from any one computer or IP, it must be cleared in advance, or only the first vote will be counted. I only anticipate exceptions for family members living in the same home, but I will entertain requests on other bases. Please note that I and the other mods who participate in the project have the capability of determining the IP from which posts come, and I for one intend to monitor same. I have had to deal with a single user manipulating a project with multiple votes, and I don't intend to repeat the experience.

2) Elections will require a 10 voter quorum. If we do not get ten voters and there are candidate(s) who would be elected no matter what the voters needed to make a quorum did, those candidate(s) will be inducted. Otherwise, no one will be inducted. Further, if we fail to meet a quorum in two of any four consecutive elections, the project will end. If, for instance, we're doing fine on the player end but not the contributor end, I would drop the contributor end under this rule.

3) We will start in 1936, just as Cooperstown did. For the first election, have voters rank their top 20, taking 10. After that go to having voters rank their top 12 players. Points awarded 12-11-10, etc. Top five through 1940, then top three players per year elected until 2010, then two per year. I know, the 1936 backlog is huge--but that was a historical issue they couldn't avoid, so neither will we.

4) We will also have a contributor ballot, which will elect one a year through 1985, then one every three (3) years. Contributors will be ranked 1 through 5, with points awarded 5-4-3-2-1. Voters may choose to participate in either one of the ballots or both.

5) It is permissible to vote for a candidate on both the contributor and player lists.

6) You are allowed to change your ballot at any time the ballot is open. However, I request that you PM me (jalbright) to ensure that I am aware of the change(s) or make a separate posting in the voting thread. It would be most helpful if you specify the changes in your ballot. I cannot agree to be responsible for monitoring the thread for any changes voters might make. If I catch them, fine, but if I don't and am not notified, the official count will be what I have been notified of, not what is on the thread.

7) Players are eligible at the later of age 45 or the first year thereafter in which the player does not play. If the birthdate is not known, add five years to the first time the player misses a season and has less than 10 games the next season. There is an exception for early death, in which case the year of death plus two will be used if that yields an earlier date.

8) Contributors become eligible at age 65 or death, whichever comes first. The early death rule applies here as well.

9) Each election will run for two weeks unless expressly altered by the project manager, contributors and players done simultaneously.

10) No one is ineligible, nor are players from any league ineligible. Please note, however, that the standard for including a player is that the player must in the voter's opinion be among the very best eligible players (preferably the number voted on, but if a voter wishes to support someone they feel is 15th in a 12 person ballot instead of one of the top 12, it's too close for anyone to reasonably object. On the other hand, supporting the 25th best eligible candidate on a 12 person ballot is probably beyond the pale). If there are players who returned to the Negro Leagues or Japan after going to the majors, the departure from the majors will be their career end date for purposes of this project. Candidates will not lose eligiblity after becoming eligible except by being elected as either a contributor or player. However, voters are encouraged to consider character, sportsmanship, and compliance with the rules and spirit of baseball in their rankings of players.

11) I will post lists of eligible players and contributors before each election. If you have a question about the eligibility of a candidate, please ask. I will provide a list of future eligibility dates as well.

12) My eligibility lists come from all persons in the BBF HOF, BBTF Hall of Merit, and Cooperstown, plus all persons getting a vote in a BBF HOF election in the past year and a half or in a BBWAA election. This is a relatively comprehensive list, and thus I must request that if you want another candidate included, you provide some justification for why said candidate is worthy of getting a vote in this project. The main area I think this might come into play is if a voter supports a person who was eligible for the final selections from the recent pre WWII or Negro League committees but not on my master list. That fact alone would serve as ample justification for putting said candidate on the list. We may learn more about Cuban ball or what have you and thus include others after a case is made for them, however.

13) Other than the sportsmanship and character issues, players are to be evaluated solely upon their play. I would prefer that if a player is qualified by his play standing alone that he be elected on that basis. However, a candidate may only be elected either as a contributor or a player, but not both. Contributors are the area where the entire body of work during his career in the sport, including his play, managing, scouting, executive, writing, broadcasting or other work in the sport is relevant. Contributors are to be ranked based on who the voter thinks is most worthy of induction into the Contributor group in this project.

14) Any ballot with two (2) or more spots unfilled with eligible candidates is invalid. In the event of the listing of ineligible names, I will try to notify the voter so that he/she can correct the ballot before the end of the voting period. If the change is made timely, it will count. If not, and there are two or more invalid names, the ballot will not be considered valid. If there is only one, the ineligible name will be stricken and all names after it on the affected ballot will be moved up one spot.

15) Any players listed beyond the 12th place for any ballot but the first (in which case it is 20th place) will be ignored. If more than one person is listed as tied for the last available place and the ballot is oversize, all names will be dropped, which may lead to the invalidation of the ballot.

16) Ties are not permitted in ballot listings. I reserve the right to invalidate ballots for use of ties in the rankings, be it within a single ballot or over the course of several ballots. If the voter does not correct such a listing voluntarily, except in the case of an oversize ballot tie for the last eligible place, if do not invalidate the ballot, I will choose the placement of the two "tied" candidates, generally preferring the candidate preferred by the other voters.

17) For any ties straddling the in/out line of selections, the first thing considered is the ranking of the candidates by the ballots cast. If there are more than two candidates tied, use a 3-2-1 or whatever is appropriate system. Once one person separates from the tied group, restart with the remaining candidates until there are only as many candidates as the rules call for being elected. If they remain tied after this process, take those with the most #1 votes as the next step, then the most #2 votes and so on to see if that breaks the tie. If not, induct all candidates who remain tied at that point.

18) One thing we're going to have to be aware of is the timeline in the case of at least a few contributors. Two which jump out at me are Buck O'Neill, 1976, and Branch Rickey, 1946. I intend to eventually vote for both men, but in 1946, Jackie Robinson was still in Montreal. Really, Branch should wait until at least 1947 after Jackie's success in the majors to get credit for that move. If you think Rickey belongs in the top 5 in 1946 without his role in breaking the color line, that's fine--but he shouldn't get credit for that important success until it actually happened. Buck O'Neill did some important things up until 1976, but after that he was in Ken Burns' Baseball and he was instrumental in the establishment of the Negro Leagues Hall of Fame (both occurred in or around 1994). If you think he belongs based on accomplishments before those two things, that's perfectly acceptable, but please don't credit him with them before they actually happened.

19) I reserve the right to hold both 19th century and Negro League special elections in 2000 if we don't have a sufficient number in those categories by then. These elections probably will be limited to voters I feel are appropriately versed on the group of players to be considered. I do wish to only use this as a last resort, however, and only to ensure that those groups received what I regard as at least adequate bare minimum representation. I do not plan on sharing with you what I consider to meet those bare minimum standards, but I think that the numbers I am thinking of are well below the number of candidates that well informed observers believe are well qualified candidates from each group.

20) I will maintain a thread of the project's history and rules which will provide a listing of all elected candidates.

I am curious as to why you chose 45 as the proper age, as opposed to their actual eligibility, though? It makes sense, given players' propensity for stilted comebacks and the like, but I feel that that may make it more difficult on you, as it pertains to keeping track of ages and the like. Still, you do have everything very organized, and it may be a moot point.

Using 45 seems to be very close to where actual HOFers get in (they play to age 39-42, retire, and wait five years). I've already done the work for the candidates on my lists, and I'd say at least the player list is overly large if anything (there are some doozies who got a single vote from the BBWAA electorate). The contributor list is not as overstocked, simply because there are almost certainly decent cases that haven't gotten a good hearing, even at BBF. I also simply wanted to change the lists a little to keep things from seeming routine.

Another point about the age 45 limit: in doing the work to put everybody on the master list, it became apparent that most of the folks who played almost up to their date of eligibility were top candidates, and few who had to wait 10 or more years were. It can be a piece of information to help the voters decide, should they choose to use it.

I have Cicotte listed, although he was banned. Hal Chase might deserve to be on the master list, though I hope he never gets more than a token vote. Are there other guys who were banned who didn't make the list that anyone thinks deserves to be on it? We are talking about folks who would deserve to at least be thought of as possibly in the top 12 somewhere along the line or in the top 300 or so all time.

Counting myself, I have four who have expressed interest, and we do need at least ten. I won't require that we have ten participants to get started, but if we can't get at least seven or eight to express interest, I might have to rethink doing this.

One other issue I need to deal with: what if someone posts a ballot with an ineligible name, and doesn't correct it? The problem here is if the ineligible name comes in anywhere other than last. My inclination is to move up the other names in rank on that ballot.

One thing is certain: I really don't want to use Albright in the name of the project. I may be running it, but I'd hope that if I was unable to do so for some God-foresaken reason that it would be enjoyable enough to others that someone would step in and fill that role. Forgetting that issue, if I'm the only one involved, it's not going to be any fun. It's the interaction of the participants that does that. In that way, I'm simply a member of the team. I don't want the project name to even sound to the unitiated that I don't realize that basic fact. I take the effort to include my name as either in good fun (the play on Albright and Albert Hall is a rather good one, Paul, at least for those versed in the Beatles ;) ) or as a compliment, and I appreciate it. I'm interested - however I'd like the stickied BBF HOF to be our "official site HOF". Maybe that can change if/when this project has caught up.

Looking at the number of inductees, we will have by:

65 seasons - 10 members
70 seasons - 30 members
140 seasons - 240 members

...so looking at average inductees / season, we'll be playing catch-up until the very end when we scale back. Even then, we won't have 2 per season. Not that it's a bad system -- just looking at it. We should have a steady group of HOF caliber players to choose from, until we get to a modern day equivalent of Cooperstown's numbers. I think the group that will be affected most will be the "B" rate 19th century players that reside in the Think Factory Hall of Merit... but then, we do have a few dedicated historians here who stump the old-timers.

What perchance are we including in our voting base? In the BBF HOF we have negro leaguers, latin players and asian players. I don't think we have tenures and dates of death for everyone do we?

There's no perfect system, and the fact we start in 1936 as with real life does cause a problem. It existed in real life, and we will have to deal with it as well. No one's ever ineligible, so the 19th century guys can get in if they muster support, even after 2000. Eventually, I've got to have an approach to take it forward, and the 2 per year works. I didn't want an early flood of lesser candidates, followed by down years requiring induction of lesser candidates, so this is the approach I selected. Not perfect, to be sure, but the mere fact we're starting with 1936 prevents a perfect solution, if one was actually available.

As for anyone who's received a vote for the BBF HOF, or is in Cooperstown or the BBTF HOM, I've got them all with an induction date, though it's certainly possible that my choice of years for some aren't perfect due to questionable years of birth.

My list isn't who should be in the Hall--it's an attempt to come up with a rather comprehensive list of who might entice someone to vote for them. Anybody getting a vote in the BBF HOF elections or in a BBWAA vote is intended to be listed. People can make the case for additional names, but if a name not on the list is submitted, the voter must make a case justifying adding the name as someone who deserves a vote. I know, some of the BBWAA vote-getters didn't deserve one, but that's the way it is.

The candidate list has around 900 players--and we won't elect much more than 250 before we go annual on this project as well. So the 900 player list is clearly not intended the way you are looking at it.

Ten only in 1936, five a year from 1937-1940, 3 a year from 1941-2010, two a year thereafter. 240, plus possible unbroken ties and (hopefully not necessary) 19th Century and/or Negro League VC additions.

Hopefully, we will have that discussion, and some of those guys will get in when we have some leaner years. If not, there's still the failsafe of a 2000 VC for those guys if we don't have sufficient representation. I hope such a step won't be needed for them (or the Negro Leaguers), but it's there to prevent a dramatic underrepresentation of those guys. I know I expect to have some 19th century guys on my ballots in more recent years as we close to the size of the current Hall.

I think we'll start with two runs of three weeks, then settle in to our two week cycle. We can start the Saturday before Thanksgiving, run for 3 weeks with 1936, then run 1937 for 3 weeks, and then we'll be beyond the holidays.

In case there are any wise guys who insist on listing players as tied for a spot on their ballot, or submit an oversize ballot, I'm going to put in rules for that:

Any players listed beyond the 12th place for any ballot but the first (in which case it is 20th place) will be ignored. If more than one person is listed as tied for the last available place and the ballot is oversize, all names will be dropped, which may lead to the invalidation of the ballot.

Ties are not permitted in ballot listings. If the voter does not correct such a listing voluntarily, except in the case of an oversize ballot tie for the last eligible place, I will choose the placement of the two "tied" candidates, generally preferring the candidate preferred by the other voters.

One thing we're going to have to be aware of is the timeline in the case of at least a few contributors. Two which jump out at me are Buck O'Neill, 1976, and Branch Rickey, 1946. I intend to eventually vote for both men, but in 1946, Jackie Robinson was still in Montreal. Really, Branch should wait until at least 1947 after Jackie's success in the majors to get credit for that move. If you think Rickey belongs in the top 5 in 1946 without his role in breaking the color line, that's fine--but he shouldn't get credit for that important success until it actually happened. Buck O'Neill did some important things up until 1976, but after that he was in Ken Burns' Baseball and he was instrumental in the establishment of the Negro Leagues Hall of Fame. If you think he belongs based on accomplishments before those two things, that's perfectly acceptable, but please don't credit him with them before they actually happen.

For Buck O'Neill, the Negro League Museum and Ken Burns' documentary are both about 1994, and that's about when I intend to start voting for him.

Thinking about it, I know contributors are going to be difficult to rank, given that it forces us to truly compare apples to bananas to oranges to coconuts. Other than noting we've only got to rank five, the only clarification I can offer I have added to the rules:


Contributors are to be ranked based on who the voter thinks is most worthy of induction into the Contributor group in this project.

It doesn't really answer the problem, I know, but it's the best I can come up with.

Plank is over a 120 ERA+ and well over 4,000 IP. People keep talking about his team helping him so much, but all I can find is his team offense being great, not the team defense. Except for leveraging (not facing the A's himself) his ERA+ hold up very well, unlike many others from the same era who recieved buttloads of defensive help...i.e. anybody who played on the Pirates or Cubs.

He is sort of the old version of Tom Glavine or Mike Mussina - good to very good for a very, very long time. Never out-of-this -world outstanding. With a 122 ERA+ and 4,500 IP, the burden is on people to prove that his ERA+ is greatly misprepresented by his numbers for me to keep him out of my top 20.

Plank was also a very good hitter and a great postseason pitcher, despite his W-L record. Talk about getting lousy run support in the WS!
