Great Britain failed to raise the funds to send their team to the 2008 Olympic Qualifier. My guess is that France/Great Britain means that France will play if Britain can't raise the funds. That's only a guess

Thatīs what I guess too. The british fund was dramaticly shortened after Baseball dropped out of the Olympics.
Actually Great Britain is not one of the hosts of WC 09 but they qualified for the WC by finishing 2nd at the EC 07.
From the EC the first 4 qualify for the WC (Netherland, Britain, Spain, Germany)
so if Britain drops out the next one is the 5th of EC (because Spain and Germany take part at the WC) and this is France
For me it is not a good sign about British Baseball if IBAF allready thinks about a replacement for the british squad!

For many years it has been said that France and Britain may soon share their seat on the UN Security Council. How do two share a veto?
So I thought this must be a trial arrangement in the less vital field of international team sports competition. Can two share the final decision about a roster?
Seriously, I never thought this was anything but the next stage of European development. Two of the smaller and weaker countries in baseball combine their resources. But I see that the alternative explanation fits the facts quite well.
