This is a simple yes or no. Should El Duque be included in phase 2 of the 100 pitchers project? Hernandez did not do enough to qualify for the top 100 pitchers project when looking solely at his MLB play and because of this was not listed as a choice in the 1986-2007 poll but could easily be added when factoring in his international career.
I'll leave this poll open for 5 days and at the end if there are more yes's than no's, El Duque will be included is phase 2 of the top 100 pitcher project.

If you're going to include El Duque in this, then we need to start a thread for Sadaharu Oh for the HOF.

I don't see any correlation.
Including El Duque in phase two would only mean that he's potentially one of the 150+ best pitchers. Not a HOFer or someone who even belongs in HOF conversations necessarily.

I suspect there is a thread for Sadaharu Oh somewhere.
I don't think El Duque is a clear case worth any special treatment, only someone who probably would have been my 15th choice in a vote for 15 poll.
But if El Duque is included in round two then I will read about his career in Cuba --at least a blurb somewhere, plus whatever any participant writes here. That is one reason I am voting yes.
El Duque in the majors has done about as much and as well as C.C. Sabathia, who will probably advance. That is another reason I am voting yes.
That assessment includes playoff games. 106 innings at ERA+ perhaps 180 for El Duque, 21 innings at ERA+ perhaps 60 for Sabathia.
MLB careers including playoffs
inns ERA+
1590 116 Sabathia
1421 115 El Duque
add: Those guestimates for playoff ERA+ 180 and 60 are based on the postulate that career league-average adjusted ERA is the right point of reference in the playoffs. In other words, apply the career regular season adjustment to the career playoff ERA.
Fifteen years older, El Duque should now receded in Sabathia's rearview mirror.

In Cuba, El Duque:
Is the career leader (at least through 2004) in winning percentage, minimum 120 decisions at .728, with a 126-47 mark through ten seasons and 1514.33 IP. In the National Series, he led once each in wins, winning percentage, and shutouts. They had a second series with only four rather than 16 teams called the Select series, and he led that series in ERA, winning percentage and shutouts twice each as well as once in wins.
