Correct Way to Hit Cutter or Sinking Fast Ball

What is the best approach for hitting a pitcher with a good cut fast ball and sinking fast ball? Is it all dependent on the hitters ability to make a slight .1 second change in his hand action or does the hitter have to read the pitch and/or guess as to which way and how much the ball will move? For a right handed batter--do you try to pull the pitch that has inside movement or try hit it up the middle?
