Most likely not. Although they should be done as pre-hab work.

Optimizing your functional strength and flexibility, mechanics and timing will allow you to throw the ball harder. Strengthening the rotator cuff will increase joint stability allowing the shoulder to withstand the increased forces from throwing the ball harder thereby (hopefully) avoiding injury. Thus the "pre-hab" comment from Jon.
