Yes. Most would be happy to do so for free.
I have found that 90% of the retired players that I send my 8x10's to will inscribe for free of charge. They are happy to do so knowing that you won't sell the item on eBay.
Some retired stars ask for a few bucks more to inscribe. It all depends on who the player is.

I've had great luck getting inscriptions and/or personalizations from both retired and current players. I usually ask in my letter for the player to personalize my item by signing it for my kids....and most of the time they do. Like AutographCollector said, I think most players are glad to personalize items since they know that it won't be ending up on E-Bay somewhere.
For me it makes the whole hobby a little more enjoyable knowing that the player actually took the time to read my letter and personalize my cards....

Just about every time I've asked a player for an inscription, they have done son. The only exceptions are current mlb'er ttm. A lot of them don't read the letter, and just sign the cards.
