Tom Seats had a couple of shots before games when he was with the 1945 Brooklyn Dodgers . Is alcohol a performance enhancer?

Everyone reacts differently to drugs and chemicals. Alcohol relaxes some, and makes others belligerent. Now in my case a few cold ones sharpens my mind, but of course I don't have much mind left to sharpen.

I have sat for many a bar exam. In the 1960's Jim Bouton, in his book "Ball Four", wrote about amphetamines, to hear Bud Selig say he hadn't been aware of them until recently is laughable.

Has there been a worse Commissioner then him, maybe Landis.

Landis had the games best interest in my mind. I'm not real sure what Seligs agenda is, other then making money for the owners. The whole idea of having a commissioner was to have an independant person keeping an eye on things and ruling on issues. That ended when Selig took over the role.

How independent can a commissioner be when he's appointed by the owners?

At least in the past, someone from outside the inner circle was the commissioner. Selig was an owner, and when he became commissioner, his daughter took over as the owner. Now thats real impartiality, I don't think so.

Landis was a flat-out racist, and the refusal to allow any black player to participate in the majors was wrong, but Ford Frick did allow the move west for both the Dodgers and Jints.
Now, Warren Giles might have been the worst National League President ever, with his infamous "Who needs New York" comment
I despise Bud Selig. He was brought in for the purpose of revenue. Yet, he has turned a blind eye to the steriod scandal, and had the nerve to say he wasn't aware of it.

Landis was a racist, but he wasn't the only one in baseball at that time. He was brought in to be tough on gambling in baseball. Gambling was threatening to take the game of baseball down . In that regard he did his job. During Warren Giles time as National League President he was impotent. Walter O'Malley actually ran the National League, the same as Del Webb was the power in the American League.
