Well, on the off chance this guy's career was in the 19th Century and the phrase "19 Game Winner" means the guy won 19 games total in his career I will close my eyes and guess Ned Garvin.

I meant 19 in one season. That was his best mark. Overall he had close to a hundred wins. I ran across this in a book and found the same thing on the web. I'l link it after we get a winner.
