Check out this weird swing, he picks up his toe twice.....
Don't say that you can't tell anything by pics, because theese are frame by frame pictures.

pic 1 is poc, pic 2 is follow through
Are you trying to say he picks up the rear toes twice? Which frame does he pick it up the first time? The pics are too small I can't see it.
At any rate, looks like a good swing to me. One thing about Damon that I notice is that it "seems" like he is only using the bottom hand in the swing because his top hand releases very abruptly after contact.

Yep thats it, I'll try to show some better ones, watch the video on the yanks website too, that might work. That's where I got the pics.

If it is the rear toe then that isn't anything new for batters rotating fast. Besides Damon, I've seen it in Aaron, Yaz, Pujols, Ted Williams and I'm sure many batters do this. Often times the rear foot goes completely off the ground at POC and then hops back up again from recoil.
Can't be all that weird, my son does that too. :D

never noticed it before, mind showing others doing it. I've seen trillions of alberts swings, and I've never noticed it before.

Look at frames 21-23, you will see back foot liftoff and touchdown. More importantly, frame 22 was POC so the foot was at the apex in that frame.

Derek Lee in vids 1 & 2, Pujols in 6 & 7, Manny in 14 & 15, Soriano, Cabrera, etc, etc. :D
To be fair to you, not many people look for it and it isn't something you would use as a cue or teaching concept. The back toe liftoff seems to be an unconscious reaction of a good rotation.
P.S. You can see my son's backfoot liftoff in all 3 of his swings in the vid.

When does he do it twice? Is it all before contact or is one after contact?

I think he's either losing/recovering his balance or trying to run. In the Siggy clip look at Olerud, I think it looks similar.
