Welcome to the Baseball Fever Hall of Fame
The Baseball Fever Hall of Fame (BBFHoF) was established to honor the greatest players and contributors in baseball history. We seek to match our wits against those of the National Hall of Fame in Cooperstown by comparing and contrasting our selections to their own. Our elections are held every three weeks.
All voters are welcome, however, prospective voters should first read our rules (in this post) and must agree to observe them.
The idea of this project has always been that each member will cast his or her own individual ballot without creating voting blocs a la "Survivor". If I become aware of violations of this concept, they will be dealt with. Toward that end, if there is more than one vote being cast from any one computer or IP, it must be cleared in advance, or only the first vote will be counted. I only anticipate exceptions for family members living in the same home, like the Chancellor and the Wizard, but I will entertain requests on other bases. Please note that I and the other mods who participate in the project have the capability of determining the IP from which posts come, and I for one intend to monitor same.
There is only one election which occurs in a three week cycle at this point: for players who meet at least one of the following criteria: a) are not on the 40 man roster or DL in the most recent season, b) officially retired (or died) by November 1 of the last completed season, c) are over 40 and haven't played in the majors in the most recent completed season. There is an election for contributors to the game, who are either retired or at least 60 years of age, but that election is now held only once a year, in the first voting cycle starting in November. Ballots must be posted in the monthly voting thread by the end of the voting cycle and adhere to the rules below in order to be counted. I will post the last day of the voting cycle in the post beginning each voting cycle. Also, I reserve the right to reject ballots which do not alphabetize the listing of candidates. The process of counting the votes is hard enough, and my spreadsheet is set up to take advantage of the tradition of alphabetized ballots.
Players from and contributors to the major, negro and japanese leagues are eligible for consideration. For clarity, I consider the following leagues part of the "negro leagues": the US American Leagues, Cuban Winter Leauge to 1950, Mexican League to 1950, Puerto Rican Winter League to 1950, the 1937 Dominican League and the California Winter League. Once inducted as either a player or contributor, an individual is no longer eligible for consideration in the other capacity. Players are to be considered based on their performance and its impact on their teams. Contributors are to be considered for the quality and impact of their contribution to their teams and/or the sport in general. (This may include a contributor's playing career.)
Any player who receives just one vote in a voting cycle goes on a limited selection list, which will be posted in the voting thread. Voters shall be limited to one plus the number of players who were elected in the previous ballot from the limited selection list. Players will go on the Limited Selection List for up to three election cycles, as follows:
first time a player is placed on the Limited Selection List (LSL), one cycle.
second time a player is placed on the LSL, two cycles unless gets two or more votes.
any subsequent time on a player is placed on the LSL, three cycles unless gets two or more votes.
Two or more votes to the candidate resets to no prior times on the LSL.
A Players Ballot should list the 20-25 most deserving eligible candidates (until we have elected at least 90% of the number of players in Cooperstown.) A Contributors Ballot should list up to the 15 most deserving candidates. When shorter ballots are permitted, the minimum number of candidates will be the number which, when added to the number elected to the BBF HOF brings us equal to the to the number of contributors or players (depending on the category in question). When new minimum vote numbers apply, they will be posted. When we get to the point where the minimum vote is zero (as with the contributor ballot), a voter may submit a ballot indicating " I do not believe there are any qualified (player/contributor) candidates".
We have now reached the point where a ballot of as few as zero (0) names is acceptable on the contributor side. We have reached the point where a player ballot fo as few as seventeen (17) names is acceptable.
Please note that once a person is elected either as a contributor or as a player, he is no longer eligible to receive votes in either category.
At the conclusion of each election (11:59:59 PM Eastern US time on the date specified in the first post of each voting thread), the votes will be tabulated and any candidate named on the greater of nine or 75% or more of the valid ballots in a given category (player or contributor) will be inducted that month.
You are allowed to change your ballot at any time the ballot is open. However, I request that you PM me (jalbright) to ensure that I am aware of the change. It would be most helpful if you could tell me who was added and/or subtracted from your ballot. I cannot agree to be responsible for monitoring the thread for any changes voters might make. If I catch them, fine, but if I don't and am not notified, the official count will be what I have been notified of, not what is on the thread.
This project is winding down, and we have rules with respect how many players we must elect in a period of time and the minimum number of participants in order to keep the project going. In terms of the number of voters, if we fail to get at least 12 voters in any two out of three voting cycles, this project will immediately go to an annual only mode, with voting in November. There is a point system for determining the minimum number of elected players to keep the project from going to a November only status. It is as follows: 1 point if we elect a player in a given voting cycle, plus two points for every player elected during that cycle. The total will be run for each of the past four voting cycles, and if we've got eight points or more, we continue as before. An example may clarify:
this June, we elected three players for 7 points (1 for the cycle, two each for the players)
in July, we elected three players for 7 points
in August, we elected no one for 0 points
in September, we elected no one for 0 points
So we had 14 points going into this month, well above the minimum of 8. However, in this month, if we don't elect anyone, we'd have 0 more points, and less than the 8 needed.
================================================== =============
Also, it is permissible to vote for a candidate on both the contributor and player lists
Feel free to ask questions by either sending jalbright a PM, or by posting a question in this or the BBF HOF discussion thread.

In accordance with the rules set out in post #2 of this thread regarding how many players must be elected to keep this project going on a basis other than annually, please see the table below recounting the last three completed voting cycles. I've also included a listing of recent cycles with less than twelve voters, in keeping with the rules on how many voters we need to have to keep the project going.
cycle end elected points
27-Jul..... 2 5
17-Aug.... 4 9
7-Sep..... 3 7
total....... 21
points needed this month 0
end dates of recent voting cycles with
less than 12 voters (2 of 3 cycles below
that level sends the project to an annual
basis) ……. none
As it stands, we need to elect 0 candidates in the next two voting cycles to keep the project from going to a November only ballot, and one in the next three voting cycles.. We are currently fine with respect to the minimum number of participants.

Here are the guys who as I write are projecting within a vote of election, though changes in the electorate can certainly upset these projections:
First, the two I don't support: Fred McGriff and Ross Barnes. I won't detail the reasons unless asked, because this post is more about who to support. I feel I should mention these two in the interest of fairness, and it doesn't seem too fair to add a delineation of why I don't support them.
The others are:
Charlie Bennett (http://baseball-fever.com/showpost.php?p=393654&postcount=165)
Frank Grant (http://baseball-fever.com/showpost.php?p=361376&postcount=47)
Heinie Groh (http://baseball-fever.com/showpost.php?p=541455&postcount=268)
Kazuhisa Inao (http://baseball-fever.com/showpost.php?p=404359&postcount=176)
Lou Whitaker (http://baseball-fever.com/showpost.php?p=547259&postcount=287)
Lou Whitaker needs the change of an existing vote, as all seven outstanding voters supported him last election. Whitaker has been over 50% the most times without being elected, and is tied for having the highest percentage without being elected (71%). It's really about time to push him over the top, folks.

Here's the status of the vote: we've got six outstanding votes from last month as I write. I will post below my projection assuming all six vote, we get no new valid ballots, and that anyone with less than 25 names on their ballot doesn't add any. I'll bet all three conditions aren't met, but they're the safest assumptions I can make. Those who need six votes cannot get in with any less--they need six to get to 75%. Those who need five need at least two, and cannot miss any unless six votes are cast. Those who need four need at least one, can absorb one miss if between two and five votes are cast, and can absorb two if six votes are cast.

Status of the voting:
I'm going to list everyone whose current vote total plus the outstanding votes from last election totals 9 or more, and give an approximation of their chances of election this month. "Exp" is the number of votes received from the voters who voted last election but not yet in this one, "proj" is "exp" plus actual votes, and "chance" is the estimation of the likelihood this player will make it this election.
