A hard throwing 11yo will hit 65+. Good speed is 60-65. Average speed would be upper 50's. Travel pitchers would be 60+. A lot is based on the size of the kid. An eleven year old can be physically plus or minus three years of his chronological age. More important are mechanics.
Eventually the physical development field will level when they all hit puberty. Some of the 11U flame throwers will be batting practice at 14U and out of the game by high school. Some smaller kids who pussed it up to the plate at 11U, may be 6'2" and throwing BB's in high school.
Concern yourself with mechanics in 11U not speed. If you must use a radar gun, DO NOT put a radar gun on an 11yo where he can see it. Do not tell him what his speed is. It will make him throw harder than he should and screw up his mechanics and possibly hurt his arm.
Here's how important max speed is: My son pitches in 14U. If he airs out a four seamer it's about 75/76 mph straight and gets hit. If he throws two seamers, he's about 71/72 mph, the ball moves a lot and he gets hitters out. Learn to pitch effectively, not throw the hardest.

really they are different styles to pitching. take jeff suppan or joel zumaya. they both get people out and are succesful at there style. if you can throw 100mph and hit you targets your good too. but, what you don't want is to be like rick ankiel and thwo too hard and over the batter's heads.
