Currently, i'd have to pick Trevor Hoffman.
I've seen some other great ones as well from Keith Foulke and Pedro Martinez.

Mister Change Up, Jamie Moyer. It's his "out pitch".

Johan Santana has a nasty Change-up along with Gagne and Hoffman.

Santana is my choice here.
In Pedro's prime, he arguably had the best curve, change and fastball in the league.

Definitely Santana. If Cole Hamels can become an ace pitcher, he could have the best change up. I went to the Mets' opening day and whenever he used his change up, the batters always swung and missed.

Hoffman has made a career out of his. Noah Lowry of the Giants has a good one too.
