Tom Sheehan is one of only two pitchers in the Modern Era to do this in a season. What is it and who is the other pitcher?

He had a winning percentage of .059 in 1916, after a 1-16 season. I don't think anyone else, assuming enough innings to qualify for the ERA title has beaten that except:

his teammate Jack Nabors, who went 1-20 that year, for a winning percentage of .048.

Way too complicated. Try fewest wins in a season by a pitcher with at least 150 IP's.
