My concern is if a team drops out. How to you make it fair for the new team?

Do they inherit the team that folded and then decide who to keep?

Do you let them redraft a new team? How do you make that fair?

Any other options or info would be welcomed. Thanks again!

In our leagues, new owners inherit the existing teams. In some cases, that means that they can be competitive and in some cases that means that they need to "build" to be competitive in upcoming years. Another option that we have used, if there is more than one open team, is to have a "mini-draft" between the new owners comprised of all the players on the open teams including Farm guys if you use that.
Additionally, new owners are always given the 1st pick in the draft. Another incentive we have done, if the team looks as though it will be paricularly uncompetitive, is we give an extra 1st round(last pick in the round) to the new team as well as giving them the 1st overall pick.
If you limit your number of keepers, new teams should have a shot at being competitive.

Hope it helps.

Just let the new owner inherit the new team and let him decide how to fix the mess (assuming the old owner left because he screwed up the team).

Alternatively, you could have a sort of a Rule 5 Draft if the team is in such a horrible mess that he needs help. Every team gets to protect X number of players, and the new owner gets to draft a total of Y unprotected players from those teams, but no more than one player from each team.
