According to some old records, and a wall street journal there was a spanish pre-Negro Leaguer that played in the 1800s. Does anyone know his name?

I'm not sure what you are asking. A lot of Latin men played ball during the 19th century.

Esteban Bellan (Steve Bellan in BBRF) is the first lcuban and latinoamerican ever who played in MLB from 1870 to 1872.

Kinda...he's the first Latin American and first Cuban ballplayer in PROFESSIONAL baseball, but Bellan never played Major League Baseball. The National Association in which he played is not considered a Major League. Much like Bud Fowler was the first black player in PROFESSIONAL baseball, but never made the Majors, and it is likely Irwin Sandy (aka Sandy Nava) who holds that distinction, coming up in 1882.

What is it considered then?
One definition of a major league (in any sport) is if it is the most important league in that sport. By this definition the NA was a major league.
