Ed Walsh threw 57 shutouts and won 195 games- that's a 29% percent shutout rate. Which pitcher is second in shutout percentage at 28.3?

Really depends on your minimum Wins threshhold.

I assume you are looking for Map Rucker, 38 for 134.

There have been 2 dozen or so that had a shutout in their only ML win. Other impressive high percentages or Tex Neuer and Tex Pruiett, both 3 for 4.

If you require 10 wins, Tom Cheney was 8 for 19, or 42%. If you require 50 wins, Irv Younf was 21 for 63, or 33%. If you require 100 wins, it is Walsh followed by Rucker. If you require 200 wins (or 300 or 400 for that matter), Walter Johnson has it with his 110 shutouts.
