I read about a year ago that an MLB TV channel was in the works. Has it gone on the air yet, or is it still in the works? I haven't heard much about it in the past year.

I have asked about this before. And I have heard like you , about a year ago they had plans to start a channel. But I think it has been lost in the shuffle between the MLB's preperations for the WBC and the current steroids investigation.
But other than that, I am unaware of it.

And with all the MLB packages that cable networks and satellite companies offer, it's a remote possibility but not impossible.

From the looks of it, they are focusing on their website instead of cable. There is a new daily TV show debuting tomorrow, and their radio shows are shown with live video, so it doesn't look like they really need a TV station. With all the things MLB has done wrong over the past years, I think one of the best things they have done is create MLBAM, especially since it seems like it has profited quite a bit in the last year.
