When the Boston Red Sox played the Kansas City Royals on the 1st of July 1988, the umpiring crew consisted of only 3 umpires. Why was the crew under strength? Have there been any other examples since then of a 3 man MLB umpiring crew?

I do not know the answer to the question, so that is why I am posting. I am sure that I will find an answer. This is the same situation with the other questions that I have posted over the last day or so.
